President’s Message
   The April VOMCA meeting will be at Old Mill Senior High School at 7:00 p.m. on April 7. Please make some time to come out and support your community.
   There was no quorum for a VOMCA general meeting or board meeting in March. We are in the process of seeing what needs to be done to approve the 2010 budget since it was not voted on by a quorum.
   I would like to let everyone know that the Olde Mill Swim Club has sent out the membership packets for 2010. If you make the payment early there is a discount that is offered. If anyone would like to volunteer to assist getting the pool ready this year, please contact Rick Behringer or myself. We can always use assistance in preparing the facility for the upcoming swim season.
   I thank all the volunteers who worked to again make the annual Easter egg hunt successful. The volunteers, led by Sarah Hakulin, really made this day possible for the children of Olde Mill. Your efforts are much appreciated!
   We are always looking for volunteers in the community. If you could help out at the Olde Mill Swim Club or within the community, please contact one of the board members or a pool committee member.

Sun Shines on Annual Easter Egg Event
   Saturday, March 27, was a beautiful sunny day for Olde Mill’s annual Easter Egg Hunt. Even though the temperatures were on the chilly side, 80 children and their parents came to see the Easter Bunny and find treats in colorful eggs strewn around Barlowe Field. 21 prizes were awarded to lucky children finding the winning eggs while a Moon Bounce provided fun for all the youngsters.
   FOOM (Friends of Olde Mill) held a plant and Easter basket raffle to help support  playground upkeep. Sandy Sacra made two  pineapple upside-down cakes and cookies on a stick  which disappeared quickly. All told, about $200 was made, including donations―the most for any Easter Egg Event here.
   The community wishes to thank everyone who contributed their time to make this a successful day. A big thank-you to the Girl Scouts who have volunteered to hide the eggs for the last couple years. Thanks to all the parents who came out to support the community and enjoy an hour of fun with their children. And thanks to the Easter Bunny who has made an appearance at the event for the last four years.

Important Info on Mosquito Spraying Program
   Once again this year, the Maryland Department of Agriculture will be spraying for mosquitoes in our community. Please review the County letter and opt-out form included below in this Crier for detailed information regarding this service.

May 1 Community Yard Sale Planned
   The annual Community Yard Sale, sponsored by VOMCA, will be on Saturday, May 1, from 8:00 a.m. until 2:00 p.m. in your very own front yard. VOMCA will pay for advertising  in the Pennysaver and Maryland Gazette, and signs will be posted in the neighborhood..

Olde Swim Team Car Wash Set for May 1
   The Olde Mill Swim Team will sponsor a car wash on Saturday, May 1, at the Olde Mill Swim Club at Barlowe Field. The car wash will run from 8:00 a.m. to 1:00 p.m. Donations benefit the Swim Team. 

The Community Needs You―Really
   Olde Mill needs you to join your community association and to volunteer to run for office. We need your presence in order to conduct business . . . 11 members are required for a quorum. We now have 115 member families, but can’t seem to attract even a dozen people at our monthly meeting. There are 1300 eligible families in Olde Mill. $15 is a small price to pay to support your community. Letter and Statements About State Mosquito Spraying Program

Dear Community Association Officer:
   Your community participated in the 2009 adult mosquito surveillance and control program offered by the Maryland Department of Agriculture, Mosquito Control Section. This letter is to extend that same opportunity for the 2010 season. The amount of service provided will depend on renewal of funding sources.
   If you are no longer the representative for your community, please forward this to the appropriate individual, or contact us immediately.
   This year your application must be postmarked by May 3, 2010; your space in the program cannot be guaranteed beyond May 3 and may be offered to a community on the wait list. Please be advised that this application is for adult mosquito control service only; an application is not necessary for larval surveillance and control.
   Program information can be found on the enclosed sheet entitled Standard Mosquito Control Operating Procedures. More specific information including an assigned spray night of the week will be forwarded after applications have been returned. It is the responsibility of the city/town or community association to make available to all residents information regarding mosquito control activities, policies and spray schedules. Residents that wish to have their property excluded from adult mosquito control services must notify the Maryland Department of Agriculture by submitting a completed exemption form. The Department’s policy on objection to adult mosquito control services and the exemption form are enclosed, and is also on our website at www.mda.state.md.us/pdf/mcsprayexemption.pdf
   Please note that ULV spray treatment of adult tiger mosquitoes is most effective when conducted in conjunction with community cleanup efforts. The effective way to control mosquitoes in your neighborhood is at the community level. We encourage home owners and communities to be proactive in their efforts to control mosquitoes by becoming aware of backyard breeding sites.
   Due to the number of participating communities e-mail is the suggested method of contact; however e-mail access is not required. STANDARD MOSQUITO CONTROL OPERATING PROCEDURES - 2010

The Anne Arundel County & City of Annapolis Mosquito Control Program is conducted by the Mosquito Control Section of the Maryland Department of Agriculture, located in Annapolis, under cooperative agreement with the County and City Governments.

The following services will be conducted in the indicated time frames:
- County-wide Surveillance and Control of Larval Mosquitoes: March - October
- Regular Surveillance and Control of Adult Mosquitoes: Starting June 1, 2010-September 2010

OPERATING PROCEDURES FOR SPRAYING OF ADULTICIDES/LARVICIDES

Spraying for adult mosquitoes will be done only if a Maryland Department of Agriculture Inspector determines it is necessary.
   Nuisance Abatement Thresholds for Ground Based ULV Treatments:
       Landing Counts: 3 mosquitoes in a 2 minute count
       Light Trap Collections: 12 female mosquitoes in an unbaited light trap
       24 female mosquitoes in a baited light trap

SPRAY/APPLICATION SCHEDULE FOR LARVICIDES/ADULTICIDES:

Larvicides (Treatment for mosquito larvae)
   Monday - Friday
Adulticide (Treatment for adult mosquitoes)
   Sunday-Thursday (a night of the week will be assigned to your community)
Spraying takes place after 7:30 p.m. Spraying will not be conducted during rain, in wind speeds exceeding 12mph, or in temperatures above 89°F.

LARVICIDES/ADULTICIDES TO BE USED:
Larvicide Formulations

   VectoBac and Aquabac:
   Bacillus thuringiensis var. israelensis Liquid, Granular

Permethrin mixed with Piperonyl Butoxide 0.0036 lbs/acre (Ultra Low Volume application) and

The Mosquito Control Program does not spray for Midges that swarm on homes, boats, trees and shrubs along many Anne Arundel County creeks and rivers. These non-biting insects develop in mud bottoms of slow moving water ways of low dissolved oxygen and will decline in numbers within a few weeks after they first appear.

MOSQUITO CONTROL POLICY STATEMENT ON  
OBJECTION TO ADULT MOSQUITO CONTROL

The policy of the Maryland Department of Agriculture regarding an objection to adult mosquito control by truck-mounted ultra low volume (ULV) application of insecticide is as follows:
- An individual may have his/her owned or leased real property and a surrounding buffer up to 300 feet on all sides of the property excluded from ground based ULV adult mosquito control.
- Each individual requesting this exclusion must submit the request in writing to the Maryland Department of Agriculture and provide copies to the appropriate community association or city/town. The request must provide the address of the property to be excluded and must be signed by the owner(s) or leasee(s). This request will be acknowledged in writing by the Department.
- If the number of individual objectors, and the location of excluded properties, precludes an effective mosquito control adulticide service in a community, the service in that community will be suspended. Service may be reinstated upon the written request of the community and approval by the Department.
- A city/town or community association may request the Department to rescind or modify a spray exclusion zone if the local authority believes the exemption unfairly impacts other residents who desire adult mosquito control service. Requests to rescind or modify spray exclusion requests must be made in writing and delivered to the Secretary of Agriculture.
- The Department periodically will verify the continued occupancy/ownership by objectors of properties excluded from ULV ground spraying to determine if the objection continues.
- In the event of mosquito-borne disease or conditions that threaten public health, the suspension of mosquito adulticide service in an area due to objectors will be discontinued and the full range of mosquito control procedures available will be utilized.

PUBLIC INFORMATION NOTICE
Your request for exemption from adult mosquito control services by the Maryland Department of Agriculture WILL NOT be processed unless ALL of the information requested has been supplied. You have a right to inspect, amend, or correct this information. Under State Government Article, 10-617, Annotated Code of Maryland, this information may be generally available for public inspection. This information is not routinely shared with state, federal or local government agencies.

The attached statement entitled “Objection to Adult Mosquito Control” explains the Maryland Department of Agriculture’s policy on individual objectors. Please retain it for your files.

   VOMCA has made it possible to secure grants from the State and County for projects like the repair of sidewalks, repaving our  pool road, installing speed humps, and other community improvements. If we did not have an association and volunteers, we could not secure many of these benefits or services.
 

  • We sponsor an Easter Egg Hunt, Santa Visit, Community Carnival, and Community Yard Sale. With more members and volunteers, we could do even more.
  • We’ve been keeping up with what’s happening concerning the new development on the Wade property at Old Mill and Oakwood Roads. Learn more, come to a meeting. 
  • We work with local government concerning issues that affect our community. 
  • Elections are held in October for members of the Board of Directors. In order to vote, or to run, membership dues must be mailed and postmarked by September 1.
